January 1999 In two former Soviet republics, restructuring was faster in privatized companies that were bought by their managers than it was in companies in which managers received significant ownership stakes for free. Managers' incentives to restructure decrease when they regard their newly acquired ownership as a windfall gain. Using enterprise survey data for 1995-97, Djankov studies and compares how different modes of privatizing to insiders affect enterprise restructuring in two former Soviet republics, Georgia and Moldova. Restructuring in companies in which incumbent managers received significant ownership stakes for free was similar to that in companies that were still state-owned. By contrast, restructuring was faster in companies bought by their managers. Djankov interprets these results as suggesting that managers' incentives to restructure decrease when they regard their newly acquired ownership as a windfall gain. This paper-a product of the Financial Economics Unit, Financial Sector Practice Department-is part of a larger effort in the department to study the restructuring process in transition economies.

A new adaptive mesh refinement strategy that is based on a coupled feature-detection and error-estimation approach is developed. The overall goal is to apply the proper degree of refinement to key vortical features in aircraft and rotorcraft wakes. The refinement paradigm is based on a two-stage process wherein the vortical regions are initially identified for refinement using feature-detection, and then the appropriate resolution is determined by the local solution error. The feature-detection scheme uses a local normalization procedure that allows it to automatically identify regions for refinement with threshold values that are not dependent upon the convective scales of the problem. An error estimator, based on the Richardson Extrapolation method, then supplies the identified features with appropriate levels of refinement. The estimator is shown to be well-behaved for steady-state and time-accurate aerodynamic flows. The above strategy is implemented within the Helios code, which features a dual-mesh paradigm of unstructured grids in the near-body domain, and adaptive Cartesian grids in the off-body domain. A main objective of this work is to control the adaption process so that high fidelity wake resolution is obtained in the off-body domain. The approach is tested on several theoretical and practical vortex-dominated flow-fields in an attempt to resolve wingtip vortices and rotor wakes. Accuracy improvements to rotorcraft performance metrics and increased wake resolution are simultaneously documented.

The design process of embedded systems has changed substantially in recent years. One of the main reasons for this change is the pressure to shorten time-to-market when designing digital systems. Hardware/Software Co-design for Data Flow Dominated Embedded Systems introduces the different tasks of hardware/software co-design including system specification, hardware/software partitioning, co-synthesis and co-simulation. The book summarizes and classifies state-of-the-art co-design tools and methods for these tasks. In addition, the co-design tool COOL is presented which solves the co-design tasks for the class of data-flow dominated embedded systems. In Hardware/Software Co-design for Data Flow Dominated Embedded Systems the primary emphasis has been put on the hardware/software partitioning and the co-synthesis phase and their coupling. In contrast to many other publications in this area, a mathematical formulation of the hardware/software partitioning problem is given. This problem formulation supports target architectures consisting of multiple processors and multiple ASICs. Several novel approaches are presented and compared for solving the partitioning problem, including an MILP approach, a heuristic solution and an approach based on genetic algorithms. The co-synthesis phase is based on the idea of controlling the system by means of a static run-time scheduler implemented in hardware. New algorithms are introduced which generate a complete set of hardware and software specifications required to implement heterogeneous systems. All of these techniques are described in detail and exemplified. Hardware/Software Co-design for Data Flow Dominated Embedded Systems is intended to serve students and researchers working on hardware/software co-design. At the same time the variety of presented techniques automating the design tasks of hardware/software systems will be of interest to industrial engineers and designers of digital systems.
