The recent increase in exposure to natural hazards among the communities of Bangladesh is linked to the new generation of threats posed by climate variability and change resulting from anthropogenic activity. Adaptation is not a new approach, but there are still a number of challenges inherent in adaptation and in building resilience to climate-induced threats. This documents emphasizes the adoption of ecosystem-based adaptation (EbA) to climate change: restoration, enhancement, conservation and wise use of natural resources with the engagement of local communities so as to enable natural ecosystems to function properly and deliver services, which in turns builds societal resilience to the impacts of climate change. This report describes six different types of EbA currently being practiced in the coastal zone of Bangladesh, and an analysis is made in line with the ecosystem services derived from such ecosystem-based interventions. Finally, the report suggests approaches for effective planning, design and implementation of EbA schemes aimed at building social-ecological resilience.

Climate adaptation planning is a developing field both in the United States and globally. Ecosystem-based adaptation, an emerging concept that examines the role of ecosystem services in reducing human vulnerability to climate change, has been touted as a cost-effective, no- or low-regret option that can be implemented in the short-term. Most research concerning ecosystem-based adaptation has been focused on the developing world with little attention given to ecosystem-based adaptation uptake in the United States. This research examines the extent to which ecosystem services are being considered in local climate change planning initiatives that have been produced by local governments in the United States since 2011 and the extent to which these documents have identified actionable opportunities for ecosystem-based adaptation strategies. Fifteen planning documents were assessed utilizing an 'awareness, analysis, action' framework. Of these documents 93 percent showed an awareness of ecosystem services and the impacts climate change may have on these services and 87 percent identified at least one action intended to protect or enhance the ability of ecosystem services to reduce social vulnerabilities. However, 66 percent of documents examined did not include enough detail about identified actions to be considered strong from an implementation perspective. Results suggest that ecosystem-based adaptation has entered the climate change planning dialogue in the United States, but more guidance is needed to assist local governments in the identification and implementation of ecosystem-based adaptation strategies.

Adapting to climate change will require a combination of approaches, from man-made infrastructure to holistic approaches. British Columbia's Integrated Stormwater Management Plans (ISMPs) promote a holistic approach to rainwater management, which views rain as a resource and aims to mimic the natural hydrological cycle by allowing rainwater to return directly to the ecosystem. Ecosystem-based adaptation (EbA) is a novel approach to planning and adaptation that prioritizes ecosystem services, enhancing biodiversity, as well as human health and well-being. This research uses a framework of EbA principles to evaluate select ISMPs from the City of Surrey and City of Coquitlam. While the intended purpose of ISMPs is not directly to address climate change, the results of the research show that municipalities in Metro Vancouver are already successfully implementing the principles of EbA through ISMPs in the urban context.
