Like many small and developing nation, Bhutan imports large proportion of its food supplies. In order for Bhutan to develop an effective imported food control system, the country situation analysis has been conducted to capture accurately the existing national imported food control situation in Bhutan. The key findings included: 1) Bhutan does not implement systematic and science-based import inspection and certification currently, except for few selected food commodities presenting high biosecurity risk; 2) key legislations and other important guidelines, permits, certificates, SOPs related to imported food control have been developed, but are yet to be implemented fully; 3) infrastructure at official border points needs to be strengthened to implement imported food control system effectively; 4) staff needs to be trained to implement import inspection and certification; and 5) an integrated database on food quality and safety surveillance, and import and export inspection and certification need to be developed to generate data for risk assessment and risk categorization. Detailed findings and priority recommended actions plans are documented in this report to strengthen imported food control in Bhutan taking the One Health approach.

When faced with tackling food-borne illness, regulators have a number of competing goals. They must investigate in order to discover the source of the illness. Once the source is identified they must take action to prevent further cases of illness occurring. Finally, once the illness is under control, they may wish to take enforcement action against those responsible. Regulating Food-Borne Illness uses interviews and documentary analysis to examine the actions of regulators and considers how they balance these three tasks. Central to the regulators' role is the collection of information. Without information about the source, control or enforcement action cannot be taken. Investigation must therefore take place to produce the necessary information. Utilising theoretical frameworks drawn from regulation and biosecurity, Regulating Food-Borne Illness shows that control is prioritised, and that investigatory steps are chosen in order to ensure that the information necessary for control, rather than enforcement, is collected. This has the effect of reducing the possibility that enforcement action can be taken. The difficulty of evidence gathering and case-building in food-borne illness cases is exposed, and the author considers the methods aimed at reducing the difficulty of bringing successful enforcement action.

This document reviews the current scientific evidence regarding the pathogen Salmonella enterica, its occurrence and survival in aquatic environment, possible pathways of contamination of aquaculture systems, serovars found in seafood and salmonellosis associated with fish and fishery products. The experts recognised that there are a variety of pathways reported as to how Salmonella can enter the aquaculture environment ranging from wild animals, domestic stock, poor sanitation and inappropriate disposal of human and animal wastes. Control of such pathways poses major challenges such as land runoff during rains, control of wild animals in the farm environment. The experts agreed that good hygienic practices during aquaculture production and biosecurity measures can minimise but not eliminate Salmonella in products of aquaculture. This report contains a series of recommendations to the national governments, national competent authorities, aquaculture industry and FAO.
