How does the Internet affect authoritarian regimes? This dissertation is a large-n study on comparative democratization, arguing that while the Internet has made mass mobilization easier than ever, its spread has also counter-intuitively allowed savvy authoritarian regimes to become more stable than ever. I introduce the theoretical concepts of population and regime technical literacy, which reflect the capacity of the population and regime to utilize the Internet and new communication technologies. For the population, higher technical literacy means a demonstrable decrease in transaction costs and thus a greater incidence of collective action. However, higher regime technical literacy gives authoritarians the capacity to monitor their populations and to solve the so-called dictator's information problem' and thus keep their populations more satisfied without needing to liberalize. I introduce an original theory of communications technology and politics building upon the fields of political science and literacy studies. I have formalized the theory with a formal model that extends Acemoglu & Robinson's redistributive model from Economic Origins of Dictatorship and Democracy. I have compiled a new and original data set of measures of technical literacy across all states since the year 2000, and used a Bayesian MCMC approach to construct latent measures of population and regime technical literacy for all country-years. The empirical testing of my theories with this substantial large-n cross-country approach has yielded strong evidence of both the negative relationship between technical literacy and revolution, and the mechanism of partial reform that allows capable dictators to placate the population.
