Abstract: This qualitative study explores large, urban, mid-western principal perspectives about cyberbullying and the policy components and practices that they have found effective and ineffective at reducing its occurrence and/or negative effect on their schools' learning environments. More specifically, the researcher was interested in learning more about how principals, serving in schools with some configuration of the six-12 grand span and high concentrations of students from economically disadvantaged backgrounds, addressed off-campus cyberbullying incidents that had an on-campus effect in the absence of state- or district-level policy on the subject. The sample in this study was comprised of 23 principals (i.e. 11 females and 12 males) from the district under study. Five major themes emerged from the data: (a) Cyberbullying in the School Setting; (b) Cyberbullying Effects for the School Learning Environment; (c) Policy Components and Practices that are Effective and Ineffective for Reducing Cyberbullying; (d) Principal Authority to Address Cyberbullying; and (e) Principal Perspectives About State-, School District-, and Building-Level Anti-Cyberbullying Policies. Within these themes, subthemes also emerged.

Bullying - long tolerated as just a part of growing up - finally has been recognized as a substantial and preventable health problem. Bullying is associated with anxiety, depression, poor school performance, and future delinquent behavior among its targets, and reports regularly surface of youth who have committed suicide at least in part because of intolerable bullying. Bullying also can have harmful effects on children who bully, on bystanders, on school climates, and on society at large. Bullying can occur at all ages, from before elementary school to after high school. It can take the form of physical violence, verbal attacks, social isolation, spreading rumors, or cyberbullying. Increased concern about bullying has led 49 states and the District of Columbia to enact anti-bullying legislation since 1999. In addition, research on the causes, consequences, and prevention of bullying has expanded greatly in recent decades. However, major gaps still exist in the understanding of bullying and of interventions that can prevent or mitigate the effects of bullying. Building Capacity to Reduce Bullying is the summary of a workshop convened by the Board on Children, Youth, and Families of the Institute of Medicine and National Research Council in April 2014 to identify the conceptual models and interventions that have proven effective in decreasing bullying, examine models that could increase protective factors and mitigate the negative effects of bullying, and explore the appropriate roles of different groups in preventing bullying. This report reviews research on bullying prevention and intervention efforts as well as efforts in related areas of research and practice, implemented in a range of contexts and settings, including schools, peers, families, communities, laws and public policies, and technology. School bullying is prevalent in the United States. The side effects of bullying include not only lower educational achievement, but also physical and mental harm. Anti-bullying legislation is recommended as a solution to address bullying, and all 50 states and the District of Columbia have established bullying-related laws. In the last two years, scholars have begun to study the effect of these laws. However, there is still a lack of research on this topic and conclusions on the laws' effectiveness are unclear. This study addresses this lack of clarity and explores the effectiveness of anti-bullying laws and their specific components. I use data from sources including the U.S. Centers for Disease Control and Prevention, the U.S. Census Bureau, the U.S. Department of Health and Human Services website "stopbullying", the Bureau of Economic Analysis, and the National Education Association. To test the effectiveness of anti-bullying legislation on school bullying and cyberbullying, respectively, I run two sets of regression models, each set containing an OLS model and a fixed effects model. One set investigates the effect of state legislation on school bullying, and the other investigates the effect of state bullying laws on cyberbullying. My models indicate that anti-bullying legislation correlates strongly, negatively, and significantly with both school bullying and cyberbullying. More specifically, the existence of anti-bullying laws in a state is associated with the exclusion of two students from school bullying for every 100 students. The legislative component "Enumerated", which means listing the characteristics of some vulnerable groups of bullying and stating that bullying might not only based on these characteristics, is also negatively associated with school bullying, though its relationship with cyberbullying is not statistically significant. My models also fail to show a clear relationship between a second component "Remedies", which means clarifying that bullying victims have the right to pursue legal remedies, and either school bullying or cyberbullying. My model results provide a policy recommendation on passing anti-bullying laws. To further reduce bullying, states should state in their legislation that bullying is not necessarily based on observed characteristics.
