the findings are presented of 1994 surveys on services and resources for children and young adults (ages 12-18) in public libraries. Each survey was conducted with a different nationally representative sample of public libraries. Data was collected for individual buildings rather than for library systems. Findings indicate the following: (1) children and young adults represent 60% of public library patronage; (2) 30% of public librarians specialize in youth services; (3) 39% of libraries employ a children's librarian, 11% have a young adult librarian, and 24% have a youth services specialist on staff; (4) 30% of all public libraries have only one librarian on staff; (5) ethnic diversity of children and young adult patrons has increased over 40% in the last 5 years; (6) computer technologies are among the most heavily used children's and young adult resources in public libraries and are also the most scarce; (7) many library programs primarily target preschool and kindergarten children; (8) only 76% of public libraries report working with schools; (9) only one in seven libraries offer homework assistance programs; (10) 11% of public libraries have neither a young adult collection or section; and (11) insufficient library staff is a leading barrier to increasing services and resources for children and young adults. Survey data is provided in 21 tables and 14 figures. Appendices present survey methodology and data reliability, a list of tables with standard errors, and survey forms. (AEF)

Project Report from the year 2007 in the subject Law - Miscellaneous, grade: keine, , language: English, abstract: An effective and democratic governance is one of the most challenging issues Russia is facing today. The complexity and multiplicity of the tasks a modern state has to deal with makes it impossible to provide an efficient public administration on a ”centralised base” - hence it is vitally important to guarantee the existence of local self-government and to create a transparent and workable legal framework for its performance. The rebirth of the local government in Russia and the beginning of its reform dates back to the early 1990s, when the country underwent economic and political restructuring. The Federal Law No. 131 passed in June, 2003 ”On the General Organisational Principles of Local Self-Government in the Russian Federation” appeared to be the next crucial step and was expected to give more fiscal and managerial independence to municipalities. Local self-government has formally become a very widespread phenomenon and there are 24, 208 municipalities in Russia at the moment.1 However the goals of the reforms have not been achieved – local government institutions are still very weak and their participation in social and economic developments is very limited. There is an urgent need for new opportunities to improve this situation. A workable legal framework can be a key element in the development of the efficient self-government system. Two problems of municipal importance are the realisation of education, recreation and social work with children and youth at municipality (A.) and the public library service (B.): models of legal acts from European countries shall be described in order to transfer some of the solutions found in these countries. Thus, the Russian self-government can reach European standards.

As the United States becomes ever more comfortable with recognizing the cultural diversity of the many groups that make up its population, library services must seek to meet patrons’ needs as they are shaped and expressed by their cultural backgrounds. This goal is particularly important for youth library services. For young people of Hispanic heritage, library services attuned to their specific needs and interests are crucial. Many librarians struggle with how to properly create and maintain library programs and collections that are suitable to the needs of Hispanic youth. In this series of essays prepared for the Trejo Foster Foundation for Hispanic Library Education Fourth National Institute, national leaders in librarianship present their insights about how best to meet the needs of young Hispanic library patrons. The text is introduced by the editors, and the essays are arranged in parts: Programs; Collections; Planning and Evaluating; Bibliographical Resources; and For the Future. Information about the contributors and an index conclude the volume.
